eady before it is too late to command the peace in a voice which all must heed. I was ably and zealously assisted in all this work by Major Joseph P. Sanger, one of my aides until his well-merited promotion to inspector-general. Then Captain Tasker H. Bliss took Major Sanger's place, and helped me to carry forward the work with his well-known ability, devotion, and industry.
