at I will, in like manner, abide by and faithfully support all proclamations of the President made during the existing rebellion having reference to slaves, so long and so far as not modified or declared void by decision of the Supreme Court; so help me God. Sworn and subscribed to before me,----, this----day of----, 186--. III. Deserters from the enemy will at once be disarmed, and their arms turned over to the nearest ordnance officer, who will account for them. IV. Passes and rations may be given to deserters to carry them to their homes, and free passes over military railroads and on steamboats in government employ. V. Employment at fair wages will, when practicable, be given to deserters by officers of the quartermaster and engineer departments. VI. To avoid the danger of recapture of such deserters by the enemy, they will be exempt from the military service in the armies of the United States. By order of Major-General U. S. Grant. T. S. t, and there be kept, except in cases where special permission to the contrary shall be given by the provost-marshal; and that the small boats of all steamers shall be kept on deck, or properly drawn out of water. 6th. That the officers of steamboats shall, according to their proper authority, be held strictly accountable for the enforcement of this order on their several boats, and for extraordinary care and watchfulness. 7th. The quartermaster's department and post commanders are charged with the general execution of this order, and will detail, if necessary, such men as secret police to accompany transports navigating the rivers as may be deemed necessary, and will also at once arrest any person, and seize any boat, failing to comply with this order, and the boat to be turned over to the Quartermaster's Department for the public service, the offender to be tried and punished by military law.
