Deserved Punishment. --By order of Chief-of-Police Reuben T. Seal, thirty lashes were applied yesterday afternoon to the bare back of a negro wagon driver, named James, slave of William H. Brooks, arrested on the charge of driving his team at a killing pace, in violation of a city ordinance. During the progress of the team down the street, the fellow dashed across the sidewalk, running against a lady who happened to be crossing, whereby she was knocked down and seriously injured.
