Mr. Maxwell reported a bill to extend and amend the act the caring the pay of certain officers and employees in the Executive and Legislative Departments. Referred to the finance Committee. Mr. Sparrow reported a bill to exempt contractors for carrying the mails, and adverse of post- coaches and backs, from military service. The bill was passed. Mr. Brown presented the memorial of certain officers of the army, praying the passage of a resolution before the Senate to regulate the issue of clothing to officers in the army. The bill to provide and organize a general staff for armies in the field, to serve during the war, was reported with an amendment by Mr. Sparrow, and ordered to be printed.
