Mr. Hall, or Wetzel, made some remarks touching upon the Constitution of the Confederate States, which he regarded as the best the world ever saw. He hoped it would be presented to the North as Virginia's ultimatum. The report of the Peace Conference, proposed by the gentleman from Harrison, he regarded as a cheat and a fraud. Mr. Brown, of Preston, called for a division of the question — so that the vote might be first taken upon the motion to strike out. Mr. Price, of Greenbrier, and Mr. Conrad, of Frederick, appealed to the member from Preston to withdraw his call for a division, which he consented to do. nity of pronouncing upon them. After the close of Mr. Carlile's remarks, Mr. Nelson, of Clark, moved that the Committee rise, which was not agreed to. Mr. Brown, of Preston, commenced a speech, when Mr. Branch, of Petersburg, renewed the motion that the Committee rise, but withdrew it, and the motion was again made by Mr. Speed, of Campbell. Negatived. Mr. Brown then resumed his speech in favor of the majority report, but without concluding, gave way for motion that the Committee rise, which was submitted by Mr. Staples, of Patrick. Negatived — ayes 44, nots 53. Renewed by Mr. McGrew, and the same result followed. A good deal of confusion p, Carlile, Hubbard, and Porter--4. Nays.--Messrs. $25 reward. --Ranaway from my farm, Long Row, Hanover county, about the 8th of January a Negro man, named Peter Brown, about 21 years old, of a dark brown color, with a scar on one side of his neck; also a small one on his knee; very long-legged, and upwards of six feet high.
