Colonel Brown had also been long at work for the freedmen in Virginia, and for this reason, though I did not personally know him, I gave him the preference for that State. The same thing was true of Chaplain Conway in Louisiana. I deemed Louisiana a hard field for freedmen's affairs and was glad to take advantage of the services of one who had been for months trying his hand with all classes of people under Generals Banks, Hurlbut, and Canby.
