"Local" Defenders. --The second draft in Baltimore for conscripts to fill up the quota of Maryland, under the late call of Lincoln, resulted in the drawing of Charles W. Kimberly, "local" of the American, and John Starr, "local" of the Clipper, both blatant, foul-mouthed Lincolnties, and Anthony S. Chambers, local reporter of the Gardle, a moderate Southern-rights man. Three reporters out of six were drawn, which is a very remarkable circumstance. They all paid the $300 substitute money and don't go to the wars.
