General Assembly of Virginia.[Extra session.] Senate. Thursday, Feb. 14, 1861. Called to order at the usual hour, and opened with prayer by Rev. Mr. Saul., Bill Reported.--By Mr. Thompson, for the relief of Josephine Harper. Petitions.--The following petitions were presented: By Mr. Coghill, petition of Geo. Woodson, and other slaves of A. S. Goodson, asking the enactment of a law authorizing their voluntary enslavement. By Mr. H. W. Thomas, petition of Celia Edmunds, asking certain relief. Mr. Carson presented sundry petitions in favor of the Strasburg connection. Resolutions.--The following resolutions of inquiry were adopted: By Mr. Quesenberry, of amending the charter of the Bank of Commerce, of Fredericksburg; by Mr. Townes, of amending the charter of the Bank of Danville; by Mr. Neal, to authorize Thos. Chancellor to construct a wharf on his land, on the South side of the Little Kanawha River, near its mouth. Change of Hour.--On motion of

A communication was received from the House announcing the passage by that body of Senate bill for protecting fisheries on the Potomac and Chesapeake Bay, with slight amendments, which were concurred in by the Senate. Bills Reported.--To incorporate the Staffordsville Toll-Bridge Company; to amend the charter of the Bank of Commerce of Fredericksburg; for the appointment of a public administrator in each county and corporation; for the relief of Celia Edmunds; to legalize proceedings on Sunday in certain cases; providing for the voluntary enslavement of George, Shed, Sam and Sukey, persons of color in the county of Buckingham. A Petition was presented from the commanding officers of the 181st Regiment Virginia militia, asking for a work on military tactics. t 10 o'clock A. M., by Speaker Crutchfield. Senate amendments to House bill incorporating the Carroll Mining and Manufacturing Company, were agreed to by the House. Senate Bills Passed.--Incorporating the Central Savings Bank of the City of Richmond incorporating the town of Independence in the county of Grayson; relieving the personal representatives of Wm. S. Croxton, need, authorizing the Governor to pardon a slave, John Ricks, and restore him to his owner; for the relief of Celia Edmunds; authorizing the issue of certain arms to Quincys C. Williams, proprietor of a Military academy in Tazewell county; authorizing the payment to John G. Jackson of certain st coupons. A resolution was passed to grant leave to bring in a bill authorizing the County Court of Lanenburg to uniform and equip volunteer companies; and the Chair appointed as a committee Messrs.
