Arrested for Disloyalty. --A man named Oakley Fleming, a resident of Charles City, was brought to this city yesterday and lodged in Castle Thunder, on the charge of harboring runaway negroes and communicating with the enemy. The guard who brought him down stated that he had become so bold in his operations as to order a respectable citizen from his own house upon the pretence that a Yankee general had authorized him to get it in readiness for his headquarters, and that the said Yankee general and his forces would soon take possession of all the country leading to Richmond, when he would expel every man who would not espouse the Lincoln cause.
