ll the royal governors in America signifying his Majesty's pleasure that they should prevent the appointment of deputies to another Continental Congress within their respective governments, and exhort all persons to desist from such proceedings. The members of the first Continental Congress were cautious concerning the assumption of direct political authority. They had met as a continental committee of conference. Even the American Association, the nearest approach to it, was opposed by Galloway of Pennsylvania, Duane of New York, and all the South Carolina delegation but two. Galloway, Joseph -1803 Loyalist; born near West River, Anne Arundel co., Md., about 1730; was a member of the Pennsylvania Assembly in 1764, and at one time speaker and, with Franklin, advocated a change of the government of Pennsylvania from thngress; but it was rejected, and not permitted to be entered on the minutes of the journal. It has been asserted that Galloway was a voluntary spy for the British government. His conduct through the session, viewed in the light of subsequent hisand patriot, and cordially hated him because he feared him. Though by no means remarkable for brilliant abilities, wrote Galloway, he is equal to most men in popular intrigue and the management of a faction. He eats little, drinks little, sleeps lits at Philadelphia and the factions in New England. After the question of independence began to be seriously agitated, Galloway abandoned the Whig, or republican, cause, and was thenceforward an uncompromising Tory. When the British army evacuated

uld continue to vote against independence. Only once again (after June 9, 1776) did a quorum of members of the Pennsylvania Assembly appear. The proprietary government had expired. The gloomy outlook after the fall of Fort Washington and the flight of Washington and his melting army across New Jersey in 1776 caused many persons of influence in Pennsylvania, as well as in New Jersey, to waver and fall away from the patriot cause. The most conspicuous of these in Pennsylvania were Joseph Galloway, who had been a member of the first Continental Congress, and Andrew Allen, also a member of that Congress, and two of his brothers. The brothers Howe having issued a new proclamation of pardon and amnesty to all who should within sixty days promise not to take up arms against the King, these men availed themselves of it, not doubting their speedy restoration to their former fortunes and political importance. ar supply of food had been rendered very precarious. Under these circumstances, it seemed too hazardous to risk a battle. The Congress had already left Philadelphia, and Washington was compelled to abandon it. He formed a camp at Skippack Creek, about 20 miles from Philadelphia. Howe found a large number of loyalists in Philadelphia, who welcomed him. He stationed the bulk of his army near Germantown, about 5 miles from the city (Sept. 25). Four regiments were quartered in the city. Joseph Galloway, a Tory who had accompanied the army, was made chief of police there. First Church in Philadelphia. In 1778 the danger of being blockaded by a French fleet in the Delaware caused the British fleet to leave those waters, and the British army had to evacuate Philadelphia and flee towards New York. To our Friends and Brethren in Religious Profession in these and the adjacent Provinces, signed John Pemberton, in and on behalf of the Meeting of sufferings, held in Philadelphia, Dec. 26, 1776, had been widely circulated among Friends throughout the States. At the same time the Congress instructed the board of war to send to Fredericksburg John Penn, the governor, and Benjamin Chew, chief-justice of Pennsylvania, for safe custody. While the British army was in Philadelphia in 1778, Joseph Galloway, an active Tory, and others employed John Roberts and Abraham Carlisle, members of the Society of Friends, as secret agents in detecting foes to the British government. Carlisle was a sort of inquisitorgeneral, watching at the entrances to the city, pointing out and causing the arrest of Whigs, who were first cast into prison and then granted permission to pass the lines. ucker, Josiah 1711-1799 Clergyman; born in Laugharne, Wales, in 1711; educated at Oxford, he took orders, and was for many years a rector in Bristol; in 1758 he was Dean of Gloucester; he was a prolific writer on political and religious subjects, and published several tracts on the dispute between Great Britain and the American colonies, which attracted much attention. The British ministry knew more of the differences of opinion in the Continental Congress than did the Americans, for Galloway had let out the secret to friends of the crown. This fact encouraged Lord Seal and signature of Tryon. North and his colleagues to believe that a little firmness on the part of Great Britain would shake the resolution and break up the apparent union of the colonists.
