In reply to the taunts that the people of the Southern Confederacy have had no vote upon the new Constitution, it is sufficient to say that the plan pursued by them was the one adopted in the ratification of the United States Constitution when the work of the framers was submitted to Conventions of the people in the several States, and their affirmative votes deemed a sufficient sanction.
Madison, Hamilton, Randolph, Mason,the PinckneysandRutlbdges,all did this.
