Louisiana has two Delegations. Judge Warmouth, of Louisiana, is preparing a remonstrance to Congress against the recognition of the Louisiana delegation, upon the ground that he, having been elected by the negro and Creole population of New Orleans and contiguous parishes, is the only representative of the loyal people of the State, and alone entitled to a seat in the House of Representatives. He claims to represent Louisiana as a territorial delegate. Miscellaneous. Hon. B. G. Harris, of the Fifth Congressional District of Maryland, appeared in the House to- day and resumed his seat, after taking the test oath. No objection was made, as published rumor anticipated. General Logan was an attentive listener on the floor of the House, to-day, to Mr. Stevens's speech. The House, by a very decided vote, to-day endorsed Secretary McCulloch's recommendations in favor of contracting the currency. The House committee on the judiciary agreed this morning to re
pany. Referred to the Com-...... Mr. Trumbull gave notice of a bill to enlarge the power of the Freedmen's Bureau. A message from the President was read, accompanied by a report from General Grant. Mr, Sumner disapproved of the report, characterizing it as "a white-washing report, " which reminded him of the Kansas message of Franklin Pierce in 1856. Messrs. Dixon and Doolittle replied to Mr. Sumner, defending the message as an able and truthful statement of the facts. House.--Mr. Farnsworth offered a resolution, which was adopted, calling on the Committee of Elections to inquire into the alleged charge of disloyalty against Mr. Harris, of Maryland, and report the same to the House, together with such action as they may recommend. The House, by more than a two-thirds vote, adopted an amendment to the Constitution providing against the assumption or payment, by the United States, of any debt incurred by the late Confederate States, or any States thereof.
report, as stated above, is exceedingly conservative, agreeing fully with the President's policy. He says that the South is loyal, and anxious to return to its old place in the Union. It is given out semi-officially at the State Department that there is no danger of a rupture with France. The President sustains the Seward diplomacy. Alley's resolution on currency contraction gives great satisfaction at the Treasury Department. The argument in the contested case of Coffroth and Koontz has been closed. The committee will decide the question to-morrow as to who shall occupy the seat during the contest. The Special Committee who are revising the Internal Revenue bill are in conference with the Committee of Finance of both Houses. It is alleged that Mr. Harris, member from Maryland, in taking the oath committed perjury. The matter has been referred to a committee for investigation. General Logan is still here, and undecided respecting the Mexican mission.
