About half past 1 o'clock yesterday morning the alarm bell rang, when it was found that the large iron front building situated on Franklin, between 13th and 14th streets, owned by Mr. Bolling W. Haxall, and occupied by Mr. C. O. Field as a restaurant, under the name of --Congress Hall," was on fire. From all we can learn, the fire was kindled in the lowes cellar room of "Congress Hall," and was first discovered by Mr. Claughton, who waies under ground, and had not been used, we understand, for some time back. It had been rented by Mr. Geo. J. Sumner as a storing room, when that gentleman was doing business on Governor street, but recently no disposition had been made of it.
