The question was taken on Mr. Doolittle's amendment to the amendment, and it was adopted — yeas 33, nays 16. In answering to his name, Mr. Powell, of Ky., said he should vote for the amendment, out would vote against the bill. When Mr. Saulsbury's name was called, he said he should vote on no such measure.
