The Staunton Volunteer (Force) Bill has been virtually killed, by postponement in the United States House of Representatives.--When it was called up Tuesday-- Mr. Howard, of Michigan, resumed his remarks in favor of it, arguing that it merely gave a construction to laws already in existence.
