Among the rumors from Washington may be placed this one, furnished by the correspondent of the Baltimore Sun: The leaders of the Southern movement are consulting as to the best mode of consolidating their interests into a confederacy under a Provisional Government. The plan is to make Senator Hunter, of Virginia, Provisional President, and Jefferson Davis commander-in-chief of the army of defense. Mr. Hunter now possesses in a more eminent degree the philosophical characteristics of Jefferson than any other statesman now living. Colonel Davis is a graduate of West Point, was distinguished for gallantry at Buena Vista, and served as Secretary of War under President Pierce, and is not second to Gen. Correspondence of the Richmond Dispatch.military spirit in Nelson County. Nelson County, July 14. A company of Light Artillery was yesterday organized in Nelson county, for the service of the Confederate States. The officers of the company are Woodville Latham, Jr., Captain; James N. Lamkin, 1st Lieutenant; Edward E. Jefferson, 2d Lieutenant; F. T. Massie, 3d Lieutenant. There are about one hundred men, stout and strong, and for whom the "rough and tumble" of the camp and the battle field will have quite as many charms as terrors. We feel sure that our Nelson Artillery will compare favorably, as to its material, with any company in the service, and we are equally confident, from what we know of the officers, that they will endeavor to put it in every other particular upon a footing with the best. **
