--At the meeting of the City Council held yesterday morning Mr. Scott offered a preamble and resolutions complimentary to the retiring Governor John Letcher, which were adopted. --The resolutions express thanks to him for his uniform and untiring devotion to the interests of the city during his occupancy of the Gubernatorial chair, especially exhibited since the commencement of the present struggle for our civil and political rights.
