The rumor, as to Louis Napoleon's intention makes it a proposition for recognition. Earl Russell uses the term mediation. We do not suppose that any proposition at all had been submitted when Earl R. made this statement, but there still might be an intention on the part of the Emperor to make one. Another item of some interest is that Messrs. Roebuck and Lindsay had had an interview with the Emperor of the French, who gave them every encouragement to proceed with their motion in Parliament for the recognition of the Confederacy.
