Consul, New Orleans: Sir: --The Governor instructs me to acknowledge the receipt of your communication of this date. Disclaiming any intention or desirter, enough has been elicited to exhibit the fact, that such modes of enlistment are confined almost exclusively to one company, and that is without any recognized military organization. Renewing to you the assurance of His Excellency's desire to remove all just causes of complaint, and again reminding you that the courts have full cognizance of the whole subject, I beg leave to subscribe myself, with great respect and consideration, your obedient servant, Th.
