The acceptance of the Mexican Empire by Maximilian is made dependent by him upon two conditions — the manifestatioMaximilian is made dependent by him upon two conditions — the manifestation of the popular will of Mexico to that effect, and a guarantee of the state of things thus inaugurated by European powers.
