From California. Fort Kearney, April 1. --The Pony Express, from San Francisco the 21st, has arrived. McDougal had received a certificate from the Governor of his election as U. S. Senator; 56 voting for him, out of 111 votes cast. Subsequently the clerk made affidavits that there were 113 votes cast, and McDougal lacked one of having a majority.
