In order to give legal color to proceedings that might appear revolutionary to the Mexicans, and to secure the aid of one of the rival factions, the colonists declared their adhesion to the Plan of Vera Cruz, a movement, projected by General Santa Anna, in favor of the Constitution of 1824, against the despotic system of Bustamante.
