Personal. --Hon. Wm. C. Rives arrived in Richmond on Saturday. Hon. C. C. Memminger, Secretary of State of the Confederate States, arrived yesterday. His Excellency Jefferson Davis, President, is expected this morning — rooms having been engaged for him at the Spotswood Hotel.
