General assembly of Virginia.[extra session.] Wednesday, March 13, 1861. The Senate was called to order at the usual hour, Lieut. Gov. Montagun in the chair, and opened with prayer by the Rev. Mr. Moore, of the Presbyterian Church. Bills Reported.--To incorporate the Trustees of the Parkersburg Classical and Scientific Institute: to amend the charter of Brown's Gap Turnpike Company; to incorporate a company to construct a railroad from Strasburg to Winchester. Richmond and Liverpool Packet Company. On motion of Mr. Johnson, the rules were suspended, and the bill communicated from the House for the incorporation of the Richmond and Liverpool Packet Company taken up and passed. Orange and Alexandria Railroad.--A bill for the relief of the Orange and Alexandria Railroad Company having been taken up, Mr. Coghill advocated its passage.
