mmittee at the regular meeting in September. The report made by one or more of the papers when this committee was appointed contained allusions to Wm. I. Clopton, the 1st Lieutenant of the company, which he regarded as so objectionable that he appeared before the committee and made a full and satisfactory explanation of his connection with the distribution of the uniforms. The explanation of Lieut. Clopton was not confined simply to his own statements, but he exhibited his accounts, substantiated by vouchers, which, to the fullest extent, satisfied the committee that he had faithfully and honestly discharged his whole duty. Your committee think that this objectionable report was unintentional, and would here express the hope that the paper, or papers, making that report in justice to this officer make the correction." The foregoing is a true extract from the report of the committee referred to. [Signed] A. N. Morton, Clerk of Council. City of Richmond, Oct. 15th, 1863.
