ed in toto a measure providing for the arbitration of all disputes that may arise between the United States and Great Britain. This general arbitration measure arose from the Venezuela trouble. On March 5, 1896, Lord Salisbury submitted to Secretary Olney a suggested treaty in regard to the Venezuelan matter. The draft of this general treaty was made public Jan. 13, 1897, and at once the project became the subject of debate here and abroad.
