No Conference to be with Beast Butler on the Exchange question. The following is a copy Hon. Robert Ould's letter declining to recognize Beast Butler in the capacity Yankee Commissioner of Exchange: Confederate States of America. War Dep that Maj. Gen. B. F. Butler will not be recognized by them as an Agent of Exchange. Respectfully, your ob't serv't, Ro. Ould, Agent of Exchange. The Schultz arrived here last night with the five hundred prisoners sent by the Yankees to City Point, Saturday. The following is a copy of a letter from Judge Ould to Major Mulford relative to the exchange of prisoners: Richmond, Dec. 27th, 1863. Major John E. Mulford, Assistant Agent of Exchange: Sir --I have received y, I trust I may be permitted to express the hope that deliveries on the basis above indicated will be continued until all the troops in confinement on both sides are released. Respectfully, your obedient servant, Ro. Ould, Agent of Exchange.

Beast Butler, as far as we can learn, on his own authority, sent 500 prisoners to Alkin's Landing to be exchanged for the same number from this place. Commissioner Ould sent the like number of Federal prisoners, but at the same time informed Commissioner Hitchcock that the Confederate authorities could hold no communication with Butler, and that no other informal exchange would be allowed. At the same timhalf, was especially excepted, as may be seen by the exchange notices already published.
