Steamer Stopped at Fortress Monroe. --The steamer George Peabody arrived at her wharf from Baltimore yesterday evening. Captain Pritchard reports that he was brought to by two shots across his bow, when opposite Fortress Monroe, and he was permitted to proceed on his journey after an examination. If the Black Republican authorities at that Fortress shall assume it to be a part of their duty to exercise police surveillance on passing vessels, it will become necessary at a very early day proceed on his journey after an examination. Even if this be not done, the necessities of the times require that it should pass into the possession of this State.
