Artillery on the Peninsula. --It is understood that a regiment of artillery is to be organized for service on the Peninsula, including the 1st and 3d companies of the Howitzer Battalion and the Fayette Artillery, of this city. In pursuance of this arrangement, Maj. Geo. W. Randolph has been promoted to the rank of Colonel; Capt. Henry C. Cabell to the rank of Lieut. Colonel, and Capt. John Thompson Brown to the rank of Major. These officers are all citizens of Richmond, and thoroughly accomplished in military matters. We shall endeavor to obtain a correct statement of the reported promotions in the Howitzer Battalion.
To the voters of the counties of Hanover, Henrico, Charles City, New Kent, Elizabeth City, James City, and York, and the Cities of Richmond and Williamsburg: In response to a call made on me in the public press and in private letters, I announce myself a candidate to represent you in the House of Representatives of the Confederate Congress. Although the active operations of the campaign will not cease in time for me to visit you before the election, yet I have no reason to suppose that they with interfere with the discharge of my duties as your representative in Congress, should it be your pleasure to call me to that body.
