At 10½ o'clock, Mr. President John Jannettook the chair, and after the galleries and Hall were cleared of strangers (the adjournment, it will be recollected, took place during secret session,) Mr. Janney ascertaining that a quorum was not present, vacated the chair till 4 P. M. At the appointed hour, the Convention was again called to order by the President, and after an eloquent and appropriate prayer to the Throne of Grace, by Rev. Charles Read, of the Presbyterian Church, the roll was called and eighty-three members having responded to their names, the session of the Convention was declared to be duly opened. The President suggested that the order for secret sessions being still in force, unless the Convention otherwise directed, he must order the galleries and lobby to be cleared before proceeding to business. A motion was immediately submitted by Mr.Treoway, the purport of which was that in reference to the proce
