City Council. "The regular monthly meeting of the Council was held yesterday at 4 o'clock P. M. Mr. Richardson, from the Committee on Hospitals, read a report recommending the increase of charges for patients to the following rates: For whites, $7 a day; negroes, $5; small children, half price; and recommending that the hospital physician be paid $10 a day when there are one or more patients in the hospital.
