Supreme Court of Appeals. --Present; John J. Allen, Wm. Daniel, R. C. L. Moncure, Wm. J. Robertson. The following decisions were announced yesterday: Payne vs. Payne and others. Argued by Arthur A. Morson for the appellants and Wm. Green for the appellees, on an appeal from a decree of the Circuit Court of Culpeper county. Decree reversed, and bill dismissed with costs. Taylor vs. Robinson's adm'r, &c. Argued by Henry L. Brooke and John Randolph Tucker for the appellant, and James Lyons for the appellees, upon an appeal from decree, pronounced by the Circuit Court of Hanover county. Decree reversed, injunction reinstated, and cause remanded to said circuit court for further proceedings to be had.

On motion of Mr. Quesenberry, the Senate proceeded to the consideration of the House bill to provide for the construction of a railroad connection between the Orange and Alexandria and Manassas Gap. Railroads, and the Richmond, Fredericksburg and Potomac Railroad. The bill was advocated by Messrs. Quesenberry and Robertson, and opposed by Mr. Hart. Mr. Coghill moved to amend the bill by striking out from the 1st section the words "under the provisions of their charter;" by striking out from the 4th section all after the words "transportation thereon," and inserting "the privileges hereby granted shall cease and determine;" and by striking out from the 1st line of the 5th section the words "except as to said exemption from taxation." A bill providing for the payment of interest to loyal citizens on certain bonds guaranteed by Commonwealth; which was read a second time. Mr. Robertson, of Richmond, from the Committee on Banks, reported a bill to change the Northwestern Bank of Virginia into a separate and independent bank. The Clerk read a communication from the Governor, enclosing a tabular statement of the condition of the banks for the month of January. Laid on the table, and ordered to be printed. Mr. Robertson, of Richmond, from the Joint Committee, reported a bill to amend section 2 of chapter 22 of the Code, respecting persons exempt from all military duties, and providing a mode of exemption; which was read a second time. On motion of Mr. Lynn, the House took up and passed a bill to release the securities of Thomas K. Davis, late sheriff of Prince William county, from payment of damages.
