Commending the Bitter Charlice to their lips. --The Military Governor of Louisiana, George F. Shepley, issued a proclamation on the 29th of June, calling for a brigade of Louisiana volunteers to defend the city, to supply, temporarily, the place of the regular troops, who are used in other portions of the State. This, of course, means that the acclimated Unionists are to garrison the city, whilst the Massachusetts trained hands rusticate during the sickly season.
