n. The Commander at Washington has issued a general order providing for a full report of the condition of the troops under his command. Sanitary regulations are promulgated, and good order and discipline is directed to be enforced. Col. Rufus King, the newly-appointed U. S. Minister to Rome, has been granted by the State Department three months leave of absence, to enable him to command the regiment of volunteers to be furnished by Wisconsin. A similar leave has been granted to Carl Shurz, U. S. Minister to Spain, who proposes to raise a regiment of cavalry.
