Percussion Caps.
--We have before us a specimen of Percussion Caps made by Messrs Fisher & Co. of Lynchburg, which Capt W N Smith, Laboratory Department of the Richmond Arsenal, after a thorough test, pronounces superior to the celebrated Ely cap of England.
The Messrs Fisher are making these caps in quantities, and are therefore able to supply military commands, as well as individuals, with superior water-proof caps.

By the Governor of Virginia — a Proclamation.
--Information having been received by the Executive that John P Gunnels, a convict in the Penitentiary, sentenced thereto by the Hustings Court of the city of Richmond, for the crime of grand larceny, has escaped therefrom, and is now going at large: Therefore, I do hereby offer a reward of one hundred and fifty dollars to any person or persons who shall arrest the said convict and deliver him into the Penitentiary; and I do moreover require all officers of this Commonwealth civil and military, and request the people generally, to use their best exertions to procure the arrest of the said convict, that he may be brought to justice.
Given under my hand as Governor, and under the Lesser Seal of the Commonwealth, at Richmond, this day of March, in the year, 1864. Wm. Smith. By the Governor: George W. Munford, Secretary of the Commonwealth.
