Arrival of prisoners. --The Central cars brought down yesterday evening thirteen "Federal prisoners, " comprising among others a resident of this city, named Frank Smyth, a newspaper correspondent, who was arrested at Winchester for some reason as a "suspicious character." The relatives of Mr. S. all reside in this city.
Civilians discharged. --Special Commissioner Lyons examined and discharged, on Saturday, Henry Bagby, R. H. Kinney, Frank Smyth, Hezekiah Kelley, Solomon Banks, and Thomas Alexander, all of whom had been arrested on suspicion of disloyalty to the Confederate Government.
