rlile rose to a question of order.--He desired to know if there was no limit to the discussion of an appeal. The Chairman said there was no limit that he was aware of. It was a privileged question, and he overruled the point of order. Mr. Speed hoped the appeal would be successful. He proposed to offer a resolution at the proper time, modifying the order so as to allow any member ten minutes to make objections. The discussion was continued by Messrs.
