A dispatch from Washington, of the 17th, says: An impression prevails here that there is some truth in the rumor that while in Maryland, the rebel Gen. Lee forwarded to this Government overtures for peace which leading Southern men believed would be accepted. If such a proposition was made, there is no doubt that it has been declined by the Federal Government. Gustavus Keiser, of Richmond, and Jacob Geisinger, and Jacob Stevens of New York, were arrested by officer Berkley, of this city, and Horner, of Baltimore, at a house on Pennsylvania Avenue, near Third street. Several trunks were taken which contained several articles of goods which would make the ladies of Richmond dance with delight and fill the pockets of the owner with money.--They were mostly silks, hoop skirts, laces, thread, needles, pins, &c.
