State Government, by prohibiting the taxing of a large portion of said property, and limiting the portion subject to taxation to a specific tax far less than that imposed upon every other species of property. Hour of meeting changed. Mr. Sutherland, of Pittsylvania, offered a resolution changing the hour of meeting from 12 to 11 o'clock. Mr. Armstrong, of Hampshire, moved to amend by fixing the hour of 10 instead of 11. Mr. Patrick, of Kanawha, called the attention of the Chair to the fact that a similar resolution was laid upon the table a few days ago; whereupon the President said a motion to take up would be necessary.
