Mr. Wigfall, from the Military Committee, submitted a report adverse to the resolution of inquiry, as to the expediency of employing negro teamsters in the army of the Confederate States. The report was laid on the table. Mr. Sparrow, from the same committee, reported back a memorial from citizens of Jackson county, Alabama, in favor of a general draft of soldiers, and suggesting a plan of legislation for the same. Mr. Sparrow said the committee asked to be discharged from further consideration of the memorial, since the Senate had already commenced action upon the subject matter suggested in the bill introduced yesterday and discussed in secret session.
