House of Delegates. Monday, April 2, 1861. The House was called to order at 10 o'clock A. M., by Speaker Crutchfield. Senate amendments to House bill incorporating the Carroll Mining and Manufacturing Company, were agreed to by the House. Senate Bills Passed.--Incorporating the Central Savings Bank of the City of Richmond incorporating the town of Independence in the county of Grayson; relieving the personal representatives of Wm. S. Croxton, need, authorizing the Governor to pardon a slave, John Ricks, and restore him to his owner; for the relief of Celia Edmunds; authorizing the issue of certain arms to Quincys C. Williams, proprietor of a Military academy in Tazewell county; authorizing the payment to John G. Jackson of certain st coupons. A resolution was passed to grant leave to bring in a bill authorizing the County Court of Lanenburg to uniform and equip volunteer companies; and the Chair appointed as a committee Messrs. Orgain, Collier, Robertson, Mag
