He was born at Clermont, Va., in 1835, graduated at West Point in 1856, and from May, 1860, until the outbreak of the Cito General Meade at Farmville, was in command of all the cavalry of the Army of Northern Virginia. In 1896 he was sent to Cuba by President Cleveland as consul-general at Havana, and in May, 1898, when war with Spain seemed inevitable, was appointed results of that battle.
