Washington, Oct. 19. --Persons attached to the steam-tug Resolute report that about eleven o'clock this morning, while off Occoquan river, near Budd's Point, the cable by which the Resolute was towing the schooner Fairfax, from Philadelphia, broke, when the letter drifted toward the shore, and td returned at a late hour by way of the Long Bridge.
