With all the materials our country abounds; in skill our naval architects and navigators are equal to any; and commanders and seamen will not be wanting. Boscawen, Edward, 1711- Naval officer; born in Cornwall, England, Aug. 19, 1711; son of Viscount Falmouth; was made a captain in the royal navy in March, 1737. Distinguished at Porto Bello and Carthagena, he was promoted to the command of a 60-gun ship in 1744, in which he took the Media. He signalized himself under Anson in the battle off Cape Finisterre in 1747, and against the French in the East Indies as rear-admiral the next year. He made himself master of Madras, and returned to England in 1751. Admiral of the Blue, he commanded an expedition against Louisburg, Cape Breton, in 1758, with General Amherst. In 1759 he defeated the French fleet in the Mediterranean, capturing 2,000 prisoners. For these services he was made general of the marines and member of the privy council. Parliament also granted him a pension of $15,000 a year. He died Jan. 10, 1761.

Boyd, John Parker, 1764- Military officer; born in Newburyport, Mass., Dec. 21, 1764; entered the military service of the United States in 1786, but soon afterwards went to the East Indies and entered the Mahratta service, in which he rose to the rank of commander, and at one time led 10,000 men. He first raised three battalions of 500 men each, with a few English officers, whom, as well as his men, he hired, at a certain amount a month, to any of the Indian princes who needed their services. Their equipment, including guns and elephants, was at, his own expense. He was at one time in the pay of Holkar, in the Peishwa's service, and afterwards John Parker Boyd. in that of Nizam Ali Khan. Arriving at Madras in July, 1789, he was given, by the ruler, the command of 10,000) men. When demands for his services almost ceased, he sold out and went to Paris. In 1808 he returned to the United States, and re-entered the army as colonel of the 4th Infantry on Oct. 7 of that year. In

Cabral, Pedro Alvarez Portuguese navigator; born about 1460. In 1499, after Vasco da Gama (q. v.) returned from India, Cabral was sent by King Emanuel, with thirteen ships, on a voyage from Lisbon to the East Indies, for the purpose of following up Gama's discoveries. He left Lisbon on March 9, 1500. In order to avoid the calms on the Guinea shore, he went so far westward as to discover land on the coast of Brazil at lat. 10° S. He erected a cross, and named the country The land of the Holy cross. It was afterwards called Brazil, from brasil, a dyewood that abounded there. Cabral took possession of the country in the name of the King. After it was ascertained that it was a part of the American continent, a controversy arose between the crowns of Spain and Portugal concerning the right of possession, but it was settled amicably—Portugal to possess the portion of the continent discovered by Cabral, that is, from the River Amazon to the Plate (De la Plata). Chauncey, Isaac Naval officer; born Isaac Chauncey. in Black Rock, Conn., Feb: 20, 1772; in early life was in the merchant service, Chauncey's monument. and commanded a ship at the age of nineteen years. He made several voyages to the East Indies in the ships of John Jacob Astor. In 1798 he was made a lieutenant of the navy, and was acting captain of the Chesapeake in 1802. He became master in May, 1804, and captain in 1806. During the War of 1812-15 he was in command of the American naval force on Lake Ontario, where he performed efficient service. After that war he commanded the Mediterranean squadron, and, with Consul Shaler, negotiated a treaty with Algiers. In 1820 he was naval commissioner in Washington, D. C., and again from 1833 until his death, in that city, Jan. 27, 1840. Commodore Chauncey's remains were interred in the Congressional Cemetery in Washington, and at the head of his grave stands a fine white-marble monument, suitably inscribed.

This systematic training has borne abundant fruit in the indefatigable activity of the Dutch officials, travellers, and scientific men in the collection of material and the diffusion of knowledge relating to every aspect of their colonial domain, to an extent of which the average American can have no idea. In 1895 a clerk in the Dutch colonial office published a bibliography of the literature of the Netherlands East Indies, covering only the twenty-seven years 1866-1893. This simple list of titles and references fills 400 octavo pages. Turning to England, France, or Germany, we find, as we might expect, a highly trained colonial service, and university courses of study designed to supply such a training. Conway, Thomas 1733- Military officer; born in Ireland, Feb. 27, 1733; taken to France when he was six years old, was educated there, attained the military rank of colonel, came to America in 1777, and entered the Continental army as brigadier-general. He was engaged in the conspiracy with Gates and others to supplant Washington as commander-in-chief, and, when discovered, he left the service and returned to France. In 1784 Conway was made a field-marshal, and appointed governor of all the French settlements in the East Indies. When the French Revolution broke out he was compelled to flee from France. He died about 1800.

Coolidge, Thomas Jefferson 1831- Diplomatist; born in Boston, Mass., Aug. 26, 1831; educated at Harvard College; engaged in the East India trade; and later was president of the Chicago, Burlington and Quincy Railroad Company. He was United States minister to France in 1892-96, and subsequently was appointed a member of the Anglo-American commission to settle differences between the United States and Canada.
