"The Ordinance passed by the Alabama State Convention for the transfer of arms, forts, &c., in that State to the General Government of the Confederated States, reads as follows: Be it Ordained by the People of Alabama, in Convention assembled, That the control of all military operations in this State having reference to or connection with rica to be exercised by said Government.
