Latest Northern and European News. Norfolk, March 8. --Northern papers, 61 yesterday, have been received here, and below I send you a condensed report of the principal items or points of news they contain: Portland, Me., March 4.--The steamship Norwegian has arrived here with Liverpool mail dates to Feb. 20th, and by telegraph from Liverpool to Queenstown to the 31st. The steamship Tuscarora left Gibraltar on the 18th of February for the Spanish waters at Algeciras. The Confederate steamer Sumter was still at Gibraltar, waiting for deal. In the House of Commons the supplementary estimates of expenditures caused by the Trent affair, amounting to 73,000, was agreed to Mr. Bright denounced the policy of the Government, and said that the money was worse than thrown away.
