A Model proclamation.--The Wheeling Intelligencer has the following: We are indebted to Senator Cather for an original copy of the subjoined rare contribution to the world's literature; the production of a captain of a gang of robbers and horse-thieves in the Alleghany mountains. It was found in the possession of one James R. Parsons, (familiarly known as Tanner Jim, ) who was wounded and captured somewhere near the Pendleton County line, by a company under Lieutenant F. A.
