Covington and Ohio Railroad.--The order of the day, the Covington and Ohio Railr agreeing to complete the construction of a railroad from Covington, in the county of Allegheny, to the mouth of Big Sandy ri hall be expended in the construction of said road west of Covington, and not otherwise.
