Appointments, &c. --The following nominations have been confirmed by the Senate: Charles B. Throckmorton, of Maryland, to be a Second Lieutenant 4th Artillery, United States Army. Wm. C. Butler to be Collector of Customs in Camden district, North Carolina, vice Stark, resigned. Christopher Gore Ripley, of Minnesota, Secretary of Legation to Brussels. James M.
