The question of Exchange — arrival of Confederate prisoners from Point Look out. It is a little difficult to understand the exact position of the issues which have interrupted the exchange of prisoners between our own and the Yankee Government. The fact that 800 of our prisoners at Point Look out were sent up by Butler to City Point on the last flag of truce beat led to the belief that the exchange under the provisions of the cartel, had been renewed, and that Batler had been recognized by our Government as Commissioner of Exchange. This is not the case, however. The men sent to us are received as paroled prisoners, under the cartes as it was before the hitch which interrupted the regular exchange. In sending an equivalent, man for man will not be returned, but a number in ratio with the excess of prisoners which they claim to have in their possession.
